Most silver art bars sell for a few dollars above the price of the metal. A very few are scarce or rare and command more of a premium. Toning or tarnishing of silver is normal and should be left alone. Cleaning definitely destroys collector value and turns an art bar into a piece of bullion. Some toning can be colorful and attractive. Some toning can be pretty ugly, and bars like this, unless rare, would lose that collector premium. But they should still not be cleaned.
